The Expert level Elemental spell with all perks unlocked is by far the most damaging destruction spell, surpasses the Master Spells for damage and magicka cost. Add alchemy for destru+ and its ridiculous. A breton mage with the atronach stone, alteration, destruction and alchemy only is super busted, I love it :D

A shock attack works well on a mage by draining magicka. A frost attack will slow and weaken a melee attacker or animal. All elemental restance items add up "additively", capped at 85% too. But: magic res and elemental res add up "multiplicatively" (if the cap is already reached). For easier understanding: If you have a ring with magic res 100%, only 85% is in effect. If you have a necklace with 100% elemental FIRE res, it's the same.

Magic resistance works against Fire, Shock, and Frost Damage, but it also reduces the effect of Absorb Health/Stamina/Magicka effects, magical "vulnerable to x" effects, etc. You'll notice that you get much lower magnitudes of resist magic than you can get of resist elemental attributes for the same price.
