Place one Swedish fish down into the center of each cup to look like the fish is swimming. Put another fish on the top of the Jell-O if desired.

STEP 2: Place small plastic cups on a baking sheet and pour even amounts of Jello into each (makes approximately 12 depending on size of cup) STEP 3: Place cups into refrigerator and let chill until set, about 2 hours. STEP 4: Remove cups from refrigerator and decorate as desired.
