Unless you are from Eastern Oklahoma area, you probably haven't ever tasted a dip like this before. Hamlin's, a Mexican restaurant in Muskogee, OK makes and serves this dip along side chips and salsa and sells it by the quart jars! I don't know if this is the original recipe but it sure comes close! I got this recipe in the early 90's.

Directions. Soak dried tomatoes in hot water 5 minutes. Drain well, reserving 3 tablespoons soaking liquid. In food processor, puree red peppers, tomatoes, garlic, cumin, lemon juice, cilantro and green onion until smooth and well-blended. Add cream cheese and puree, adding enough reserved tomato-soaking liquid to thin to the desired consistency.
